“What are these?”
It started with a pimple but I kept on shaving and waxing and now there are more. They are not itchy or painful and have no pus or anything.

Can't tell if they are blisters or not based on photo. You should definitely get it checked out by a local dermatologist. Maybe molluscum (see if some are umbilicated) that is spreading by contact from shaving or something else.
I cannot be sure, but these lesions look like molluscum contagiosum viral infection that is harmless. Google it.
