There are many causes of stuffy nose. Some are dry or cold air, allergies, acute sinusitis, chronic sinusitis, common cold, overuse decongestant spray, alcohol, gastroesophageal reflux disease, deviated septum, hormonal changes, enlarged adenoids, food, sleep apnea, polyps as well as many other etiologies. Thank you.
Most common reason is perennial allergies, e.g. mold. Other causations would be chronic airway irritant exposure, a tumor or mass,, dysautonomia. Take him to an ENT physician.

Usually allergies. It may be wise for him to have an allergen test to see what is he allergic to? If they can't find the source, you may want to insist on looking for anatomical reasons such as nasal polyps or an infection way up the nasal canal.
Good luck.
