“What does this phrase mean?”
Handed ct reading saying severe bullous emphysematous changes bilateral upper lobes but then told no testing and I'm good. What does that mean and was the wording to scare me to quit smoking not knowing I had quit. I am not on any medication, no inhaler, no oxygen and can walk miles or casual bike riding 4 miles no concerns except hear goes high and bounds alot.

If the CT shows emphysema you can still have pretty good lung function. It might be a good idea to have formal pulmonary function tests to assess your lung performance. You may benefit from an inhaler, but you may not need one. Good job in quitting smoking. Be sure to never go back. Also, regular exercise can help you get the most out of your lungs, whatever the lung function is.
