White, scabby spots on both arms may be due to dry skin, keratosis pilaris, or mild sun damage.

What to Do:
Moisturize daily
Gently exfoliate
Avoid scratching
Use sunscreen
See a doctor if:
Spots spread, change, or worsen
They become red, painful, or itchy

Most likely pityriasis alba, treat with topical steroid. Another possibility is tinea versicolor, treat with lamasil which is otc.
This should be seen by your dermatologist.
