My 3 year old daughter has a cold. What is a safe cold medicine for children?

The safest cold medications for a 3 year are Zarbees or Hylands brand. You can also use nasal saline drops to thin the mucus out in the nose. Some parents will also use aromatherapy with peppermint in it to help with congestion.
CDC does not recommend any cold cough medicine for cold symptoms for anyone less than 4 year-old and be cautious if < 6 yo. Plenty of water and rest, good hand hygiene. You may give honey as cough suppressant, Zarbee's is more expensive though.
None. But saline nasal spray is OK to use as needed.
