If you are over 20 and your Rx is stable you can get a LASIK/PRK consult and they can check if you are a good candidate (cornea needs to be thick enough). You shouldn't need vision insurance, it's a medical issue so they can take medical insurance. I have no explanation for your eyebrow burning, it could possibly be referred pain.
