How do you take care of bonded teeth?
Same as any other teeth. Nothing special is needed.
Are braces stains permanent?
If by stain you mean tooth decay or decalcification then yes, but regular stain should come off
Can you get dental anesthesia for getting braces on?
You can but you really don’t need it. Not much discomfort when placing braces.
How often should I clean my teeth with braces?
At least every 4 months is my recommendation but some dentist advice twice per year.

If they are superficial they may go away by using Fluoride, but most often they need to be filled.

Nothing. You can use any tooth paste.

I suppose you can have a few filling on the same tooth but at some point the tooth that has a large filling(s) it will get weak and fracture prone.

Decay gets larger about .5 mm every 6 months, the sooner you do it the shallower your filling and less chances of being sensitive.

Baking soda does not remove tarter. At best it helps with some stain removal. Visit the dentist to have your tarter removed.
