It can be removed but I would recommend evaluating to see if it is the tendon or fascia causing the problem.

yes, a heel spur/pain can be cured. There are conservative treatments which include stretching exercises, arch supports, anti-inflammatory medication and injections. Yes. The heel spur is not the issue as they do not cause pain. It is secondary to the plantar fascial band of tissue pulling away from the heel bone leaving an open space which fills in with bone and causes a spur. The damage to the plantar fascial band of tissue is causing the pain. Most therapies such as physical therapy, stretching, inserts and radial eswt can be helpful.
