Hi, I would need more information to better answer your question. Generally when people talk about tight neck muscles they are talking about muscles at the back and sides of the neck. These would not affect breathing. However it is possible that there is a connection if your difficulty breathing is due to stress, anxiety or panic attacks. Stress and tension can cause neck pain and tightness as welll as difficulty breathing. As stated I would need more information to answer this. There are some neck muscles that attach to the upper ribs and can impair breathing. If there are no underlying respiratory causes for shortness of breath stretching these muscles could improve symptoms. Try simple stretches like bending head sideways like trying to touch your ear to your shoulder without raising the other shoulder. You could seek massage therapy to relax muscles.
