Skin atrophy due to topical steroids?

I'm a 26 year old male. I've been experiencing itching over the skin covering the scrotum and penis for the past few years. There is pigmentation and striations on my skin. I had used a topical cream which was a combination of clotrimazole and beclomethasone for a few weeks a couple of years back. The itching still persists and is taking a toll on my mental health.

If you used the cream only for 3 weeks, I don’t believe it's enough to cause skin atrophy. There are many reasons for pruritos in that area.
Hate combo creams like that. You really should not be placing something as strong as betamethasone over the genitals for more than a week or so at most without consulting a dermatologist. Thinning of the skin and stretch marks can certainly occur in this area with that high of a strength.
